Central Armed Police Forces (CAPF) (Assistant Commandants) Examination , 2012:



The Union Public Service Commission (UPSC) will hold a written Examination on 11th November 2012 for recruitment of 401 posts (BSF-94, CRPF-223, CISF-44, ITBP-26, SSB-14) of Assistant Commandants (Group A) in the Central Armed Police Forces (CAPF) viz BSF, CRPF, CISF, ITBP and SSB.


Eligibility:

    Age : Not less than 20 years and not more than 25 years as on 1st August, 2012. The upper age is relaxable for SC/ST/OBC and certain other categories of candidates to the extent specified in the Notice.
    Educational Qualification: Bachelor's degree of any recognised university or an equivalent qualification.
    Physical Standards: Candidates must be physically fit according to the Regulations given in notice.
    Sex : Both male and female candidates are eligible for appointment to CRPF and CISF. However, only male candidates are eligible for appointment to BSF, ITBP and SSB.
    Possession of NCC B or C Certificate will be a desirable qualification. The desirable qualifications will be given consideration at the time of Interview/ Personality Test only.
    Pay Scale : PB-3 Rs.15600-39100 grade pay Rs.5400/-

Selection Procedure : Selection will be based on the basis of a written examination to be conducted on 11/11/2012 by the UPSC followed by Physcial Standards/ Physical Efficiency Test and Medical Standards Test to be conducted by the Miistry of Home Affairs and the Personality Test/ Interview to be conducted by UPSC.
Application Form: Candidates are required to apply Online at UPSC website, however for certain candidates, offline facility is available and these candidates must apply in the Common Application Form devised by the Commission for its examinations, which can be purchased from the designated Head Post Offices/ Post offices throughout the country against cash payment of Rs. 30/- only.
Fee: Rs.200/- (SC/ST/Women candidates are exempted) to be deposited in Branches of SBI by cash, or by using net banking facility of SBI, State Bank of Bikaner & Jaipur/ State Bank of Hyderabad/ State Bank of Mysore / State Bank of Patiala/ State Bank of Travancore or by using Visa/Master Credit/Debit Card.

                                        RECRUITMENT OF CONSTABLE /PIONEER
            (ELECTRICIAN, PLUMBER, CARPENTER, MASON, PAINTER AND WELDER):

1. Applications are invited from eligible male Indian citizens for filling up the following Group- ‘C’ Non-Gazetted, Non-Ministerial posts in ITB Police on temporary basis likely to be permanent. The post has All India liability and selected candidates can be posted anywhere in India and even abroad. On appointment, the candidate shall be governed by the ITBPF Act and Rules. Last date for receipt of applications is 09/04/2012 for all States except for Assam, Meghalaya, Arunachal Pradesh, Mizoram, Manipur, Nagaland, Tripura, Sikkim, Ladakh Division of Jammu and Kashmir State, Lahaul and Spiti District and Pangi Sub-Division of Chamba District of Himachal Pradesh, Andaman & Nicobar Islands and Lakshadweep for which last date is 16/04/2012.

2. PAY SCALE AND OTHER ALLOWANCES:
a) Pay Scale – (Pay Band- 1) Rs. 5200 – 20200 + Grade Pay Rs. 2,000/- per month. b) Other allowances: The post will carry Dearness Allowance, Ration Money, Washing Allowance as admissible from time to time, Special Compensatory Allowance while posted in specified border areas, free uniform, free accommodation or HRA, Transport Allowance, Free leave pass and any other allowance as admissible in the Force from time to time under the rules/instructions. These posts will be covered under new Restructured Defined Contribution Pension Scheme.

3. A candidate appearing for the test should mention/intimate if any criminal case(s) is/are pending/lodged against him in any police station/Hon’ble court.

5. ELIGIBILITY CONDITIONS:
(i) AGE:- 18 to 23 years (Cut-off date for determining the age will be 09/04/2012) Note :-
(a) Upper age limit is relaxable for SC/ST by 5 years and for OBC by 3 years.
(b) Upper age limit is relaxable upto 5 years in the following categories:-
(ba) The children and dependent family members of those killed in 1984 riots and riots of 2002 in Gujarat. SC/ST/OBC relaxation as per Govt. instructions will be in addition. Children and dependent family member should produce a certificate to that effect from the Collector of the concerned District where the victim was killed. (bb) In case of all persons who had ordinarily been domiciled in the State of Jammu & Kashmir during the period from 1st day of January 1980 to 31st day of December 1989.
(c) Ex-Servicemen:- An Ex-serviceman, who has put in not less than six months continuous service in the Armed Forces, shall be allowed to deduct the period of such service from his actual age and if the resultant age does not exceed the prescribed maximum age by more than three years, he shall be deemed to satisfy the condition regarding age limit.
(ii) EDUCATIONAL & OTHER QUALIFICATIONS:- Matriculation or equivalent from a recognized Board with
(a) One year’s experience in the trade of Mason or Carpenter or Plumber or Electrician or Welder or Painter.
(b) Preference will be given to those who have a certificate of trade from an Industrial Training Institute or recognized Institution.
(iii) PHYSICAL STANDARDS:-
(iv) MEDICAL STANDARDS:-
(a) Vision: Minimum distant vision should be 6/6 and 6/9 of both eyes without correction (i.e. without wearing glasses).
(b) Must pass high grade colour vision test.
Must not have knock knees, flat foot, varicose veins or squint in eyes. Must not have any defect/deformity likely to interfere with the efficient performance of duties.

6. HOW TO APPLY AND BY WHICH DATE:-
Eligible and interested candidates should send their Application (duly filled in Hindi or English only) complete in all respects and Candidate’s Admit Card duly filled in, in the prescribed proforma as per Annexure „I‟ and Annexure „II‟. The applications shall either be type written or neatly hand written on one side only on full size plain paper with passport size photographs affixed on application/admit card along with application fee, enclosures as in para-8

7. APPLICATION FEE:
Application Fee will be Rs. 50/- for candidates belonging to General and OBC category only and no fee will be charged from SC/ST/Ex-Servicemen candidates. The candidates may submit required fee through Indian Postal Order, Crossed Bank Draft or Central Recruitment Fee Stamps (CRFS). Crossed Bank Draft/IPO should be drawn in the name of Dy. Inspector General, SHQ Delhi ITBP, payable at SBI, R K Puram, New Delhi, Code No -1076. The candidates paying application fee by CRFS must affix the duly cancelled CRF Stamps at the specified space on the application form. 8. ENCLOSURES REQUIRED TO BE ATTACHED WITH APPLICATION :- Attested copies of following be attached with the application form:- (i) Educational Certificate. (ii) Date of birth Certificate (Matriculation or 10th Class ).
(iii) Scheduled Caste/Scheduled Tribe/OBC Certificate (if belonging to any of these categories) issued by an authority not lower than Tehsildar or SDM. Note: - SC/ST/OBC Certificate, as applicable, must be in prescribed proforma as given at Annexure – III & IV.
(iv) Domicile Certificate issued by local revenue authorities for verification of citizenship.
(v) Discharge Certificate for Ex-Servicemen.
(vi) Professional qualification/experience Certificate.
(vii) Two latest passport size photographs. (one pasted on application form and another on admit card duly attested)
(viii) IPO/Bank Draft of Rs.50/- (for General and OBC Candidates only).
(ix) Two self addressed envelopes of 4”X9” size with Rs. 5/- postage stamps affixed on each envelope.
(x) Certificate as per Annexure ‘V’ for claiming relaxation in height & chest (if applicable)
(xi) Envelope containing Application must be superscribed in bold letters “APPLICATION FOR THE POST OF CONSTABLE /PIONEER (Name of trade for which applied) IN ITBP”
Note:- All the above original documents/certificates are required to be brought at the time of recruitment tests for verification by the Board.

9. SELECTION PROCESS:
The eligible candidates shall be issued Admit Cards to appear in recruitment tests. The date and place of recruitment test will be indicated in Admit Card. Candidates will have to undergo the following tests:
a) Height Bar – At the very beginning, candidates will be asked to go through the height bar test. The candidates not meeting the prescribed height will be eliminated.
b) Race - The candidates, who qualify the Height Bar Test will be subject to 1.6 km race to be completed within 10 minutes to qualify for further tests. No marks will be awarded for this test and it will be only qualifying in nature.
c) Checking of documents - The original documents of candidates will be checked by the board. Original documents will be returned on the spot after verification and photocopies will be retained with the application form.
d) Physical Standard Test (PST): Candidates found eligible in documentation will be screened for height, chest and weight measurements by the Board. Those who do not meet the required physical measurements will be eliminated at this stage. Note - No Race will be held for Ex-servicemen. However, ex-servicemen will be required to appear in the requisite PST, written examination, Trade test, Interview and medical examination.
e) OMR based Written Examination marks (objective type):

f) Trade Test (60 marks): The candidates who qualify the written examination will be put through a trade/practical test of respective trade. Note – Qualifying marks shall be 35% for General Candidates & Ex-Servicemen and 33% for Scheduled Case/Scheduled Tribes/Other Backward Class in the Written Examination and Trade Test. g) Interview (20 marks): The candidates who qualify the trade test will be put through an Interview to check personal bearing, response, aptitude and general level of intelligence etc. Though, there will be no qualifying marks for Interview but the marks obtained by the candidates will be included at the time of preparing the Merit List.
h) Merit List: The merit lists in each category namely, Un-reserved, SC, ST, OBC & Ex-Servicemen on the basis of marks obtained by the candidate in the Written Examination, Trade Test and Interview will be prepared. The candidates shall be called for Detailed Medical Examination as per the category-wise vacancies on the basis of merit. i) Detailed Medical Examination: Candidates shortlisted in order of merit prepared on the basis of marks obtained in the tests mentioned above, will be put through medical examination to assess their fitness as per the standards fixed for recruitment to the respective post/trade. j) Appeal against rejection in detailed medical examination: i) A candidate declared unfit in detailed medical examination, if not satisfied with the findings of the Medical Officer, can submit an appeal for his re-medical examination with duly filled Medical Fitness Certificate in the prescribed proforma ( Annexure ‘VI’) as a piece of evidence about possibility of error of judgment in the decision of the Medical Officer at the time of Recruitment. ii) The appeal for re-medical examination will not be taken into consideration unless it contains duly filled medical fitness certificate in the prescribed proforma (Annexure ‘VI’), a note by the medical practitioner concerned to the effect that it has been given in full knowledge of the fact that the candidate has already been rejected as unfit for appointment by a Medical Officer. iii) The appeal for re-medical examination will not be taken into consideration unless the original Rejection Slip issued by the Presiding Officer is enclosed and re-Examination Fee of Rs. 25/- is also enclosed in form of Indian Postal Order or Demand Draft in the name of Commandant, Base Hospital, ITB Police, New Delhi. (iv) The appeal should be submitted within 15 days from the date of rejection, to the authorities i.e. to whom the application was initially submitted i.e. Dy. Inspector General, SHQ Delhi, ITBP, Post Office – Madangir, Tigri Camp, New Delhi - 110062. The appeals received after 15 days will not be entertained. ITBP will not be responsible for Postal delay. (v) The decision of the Re-medical Board of ITBP shall be final and no 2nd appeal will be entertained as per Govt. instructions and also no reply of the correspondence/2nd appeal will be given/entertained.

10. Candidates who are already in Central/State Govt. service including Departmental Candidates send their application through proper channel with NO OBJECTION CERTIFICATE from their Employer. Application received without proper channel and NO OBJECTION CERTIFICATE will also be rejected.

11. All eligible candidates will be duly informed about the date and venue of the recruitment tests through admission card. Candidates should come duly prepared for 2-3 or more days stay under their own arrangements at the Recruitment Centre. The Government shall not be responsible for damage/injury, if any, to the individual sustained during the selection test/recruitment process. No TA/DA will be admissible. Incomplete applications will be summarily rejected and no correspondence on this will be entertained. No application after the last date as mentioned above will be accepted.
